Abstract

This study aims to analyze the implementation of good governance principles in the administration of Pebenaan Village from the perspective of constitutional law. The research is motivated by suboptimal public services caused by the low discipline of several village officials and their limited information technology skills. This study employs an empirical legal research method with a socio-legal approach. Data were collected through in-depth interviews with the Village Head, Village Secretary, the Village Consultative Body, and community leaders. The findings indicate that the implementation of good governance principles has not been fully optimal, particularly regarding accountability, effectiveness, efficiency, and responsiveness. The frequent absence of village officials delays administrative services, while limited digital competencies hinder data management and technology-based public services. However, supervision by the Village Consultative Body and community participation contribute to improving village governance. Therefore, strengthening officials' discipline, improving information technology capacity, and reinforcing supervision and public participation are necessary to achieve transparent, accountable, effective, efficient, and responsive village governance in accordance with constitutional law principles.
